According to Best Places, which has been compiling and publishing data about U.S. cities for more than 30 years, Richmond's cost of living index is 95.1, placing it below the national index of 100. Cost of living is also lower than the rest of Virginia, which sits at 103.7, well above national.
One of the biggest savings is in housing. Thanks to affordable home prices and rental properties, Richmond's index is 92.7. Transportation, which evaluates the cost of owning and operating a car along with mass transit fares, comes in at a low 83.5.

As one of the oldest cities in the United States, Richmond's historical significance predates the country's founding. Richmond features more than 300 historical landmarks, including the Old Senate Chambers at the Virginia State Capitol, which is the country's oldest legislative body.
